In an effort to reduce the cost of training new CDL drivers, Moorestown Township is offering Municipalities, Counties, School Districts, and Utility Authorities in New Jersey membership in our ELDT Cooperative.
About This Co-Op
This co-op allows member organizations to use our curriculum, to self certify new drivers using their own work force and existing infrastructure. By working together, members can get their drivers trained more quickly and at a lower cost than a traditional driving school. If your organization is looking for a way to reduce the cost of driver training, consider joining our Co-Op. Membership is open to any Municipality, Counties, School District, or Utility Company in New Jersey.
How It works
Once accepted into the co-op we will arrange a meeting to determine 2 factors:
- A suitable location for your training pad (paved property that is roughly 250′ wide by 250′ long). You can find more information on that HERE.
- Designate who will be your employee instructor. You can find out who is eligible to be an instructor HERE.
When both these factors are determined we will register both decisions with the D.O.T. under our license and assign you a portal on this site.
From this portal your designated instructor will be given instructions, our curriculum, and D.O.T. reporting access. They can then begin the process of self-certifying other employees as ELDT trained drivers.

FMCSA’s Entry Level Driver Training (ELDT) regulations set the baseline for training requirements for entry-level drivers. This applies to those seeking to:
- Obtain a Class A or Class B CDL for the first time;
- Upgrade an existing Class B CDL to a Class A CDL; or
- Obtain a school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time.

Costs associated with membership
The cost associated with membership are as follows:
1) There will be a initial fee of $750, this covers the costs of
- Inspecting and registering your test pad with the D.O.T.
- Registering your designated employee as an ELDT instructor with the D.O.T.
- Creation of your portal and access to our curriculum.
- Registering your employee with the D.O.T.
- Reporting all 3 phases and their completion to the D.O.T. and the New Jersey DMV.
